Question 1) Yes, but need to apply for one. PM the form to me, if you want to, and I'll let you know if you can run your own pack.

Question 2) Posts do not count in OOC boards. Only in IC boards.

Question 3) Which boards can't you get into? If it's the profile board (which I see that you've reached) then you need the password from reading ALL of the rules. There's a staff board, but you wouldn't be able to see that.

Any other questions? I'd be happy to answer them for you. Don't worry, you're not stupid. I'll see if I can make these things clearer.
